Pima County is the regional hub for this site. Its communities do not share one permit office. Tucson, Oro Valley and Marana publish their own instructions. An address called “Tucson” may therefore need a City, County or Town answer.
This guide focuses on unincorporated Pima County. It also shows how nearby permit offices use different rules. It is an independent guide, not a County page or builder.
Five local facts to put in the project file
- Pima County says new structures, remodeling and manufactured-building placement generally require a building permit unless an exemption applies.
- Its public table lists painting, tiling, carpeting, cabinets, countertops and similar finishes as no-permit examples only when plumbing or electrical systems are unaffected.
- The same table lists broader remodel work as needing a permit.
- The County cautions that Native Plant Preservation, Buffer Overlay Zone and floodplain conditions can affect a project beyond the example list.
- Tucson, Oro Valley and Marana use different permit paths. Do not choose County rules from the postal address alone.

Is the work a finish refresh or a remodel improvement?
Define the line before requesting a price. A finish refresh may keep the cabinet layout and all systems in place. A broader remodel may move the sink or add circuits. It may also add fixed lights, alter openings or join several trades.
The public examples do not decide every project. They show why “new cabinets and counters” is not enough detail. State whether the work touches a system or changes the layout. Also note whether drywall removal exposes or changes an assembly.
Use the complete-remodel guide to define the finished room. Use the layout and systems guide to record technical assumptions.
What should a Pima County project plan contain?
Prepare current and proposed plans. Show the room size, doors, windows, walls, appliances and fixtures. Add a cabinet list and the limits of the counters and backsplash. Mark flooring changes and products bought by the owner.
For systems, mark the current and planned sink, dishwasher, refrigerator, range and hood. Add outlets, lighting and the electrical panel. Identify gas work, structural changes or new vent routes that may need specialist records.
Assign each duty below.
- confirming the local office and application type;
- producing and revising documents;
- paying public fees;
- arranging inspections;
- opening and closing walls for inspection;
- correcting rejected work; and
- delivering final approvals to the owner.
Put those fields in every written quote. Do this even when the current plan may be finish-only work.
How should Pima County owners compare regional companies?
A Tucson-area company may price work in several cities and counties. Ask which local office its quote assumes. Get the answer in writing. “Permits included if needed” does not say who decides. It also leaves the documents and review comments unclear.
Then compare the owner’s adjusted total. Add products, design, permit tasks and appliances. Include delivery, temporary kitchen needs and repair work left out of each quote. Label each uncertain amount instead of hiding all risks in one reserve.
The 2026 Tucson cost guide presents several public planning ranges. No range replaces a list of work written for the address. The quote comparison guide explains how to compare allowances and exclusions.

What older-home issue belongs in the early plan?
The federal paint program may apply to paid work in pre-1978 homes. The trigger is disturbed paint. Demolition, electrical work, plumbing and cabinet removal can all disturb it.
Record the construction year, the painted surfaces expected to be disturbed and the company’s planned compliance path. See the EPA consumer guidance. This is different from County permit review.
How should a company be checked?
Use the Arizona Registrar of Contractors search to check the business record and license type. Match the name on the record to the quote and payment instructions. Review complaints, references, the contract and proof of insurance. Ask who will supervise the site.
The Registrar’s before-hiring guide recommends at least 3 written estimates. It also warns owners about large advance payments. Apply those checks directly. Do not rely on a badge on this website.

Frequently asked questions
Do Pima County cabinet and countertop replacements require a permit?
The County lists those finish items as a no-permit example when plumbing and electrical systems are unaffected. That is not a choice for a project that also changes systems, structure or other regulated work. Confirm the actual work with the County.
Does a City of Tucson permit answer apply in unincorporated Pima County?
No. They are different permit offices. Their published examples may look similar. But use the local office responsible for the property.
Should permit fees be included in the initial budget?
Yes, as a clearly labelled account. Do not guess the final fee from another project. Ask the local office and confirm whether the owner or company will pay it.
Can this site submit a Pima County permit?
No. It provides planning details and source links. The responsible applicant must use the County process and respond to its rules.
